β69/100 A new FBI agent goes undercover to infiltrate a bunch of surfing thieves. Basically, this is a testosterone fueled, he-man film with a lot of surfing and skydiving. They throw in a couple bank heists, a couple fights and a car chase to make it a crime thriller and the action is solid. Reeves and Swayze drive the film with humor, comradery and personal drama with Busey and Petty providing excellent support. However, there isn't much here as far as a story and substance.
